I live in Manchester on a flat floor and has only about 5,000 pounds in the Secure Content. I want to pay monthly, but can not find anything cheaper than £ 16.25 per month. Ideas?

Are you sure that you only £ 5000 worth of content? This seems very low. You'll be surprised at how much everything. I say this because many people underestimate the value of their contents.
I do not think £ 16.25 per month is that bad for a ground-floor apartment in central Manchester. But if you really only 5,000 pounds of content, it's probably better to go to an insurance broker, because he would be able to find a specialist policy.
